Cities of refuge; cities for the Levites: Joshua 20–21; 1 Chronicles 6:54-81

Eventually, the Israelites had taken over all the land God had promised them:

Joshua 21:43 So the Lord gave to Israel all the land he had sworn to give their ancestors, and they took possession of it and settled there. And the Lord gave them rest on every side, just as he had solemnly promised their ancestors. None of their enemies could stand against them, for the Lord helped them conquer all their enemies. Not a single one of all the good promises the Lord had given to the family of Israel was left unfulfilled; everything he had spoken came true.

This was a broadbrush statement. God had given the Israelites the land, but the Israelites hadn’t quite taken it over completely, as this map shows. The Jebusites were firmly in Jebus (Jerusalem) until David took it in battle many centuries later. The Canaanites were still settled in other areas.

Even so, none of the Israelites’ enemies could stand against them; none dared start a war.
